Assam Health Infrastructure Development & Management Society will be the implementing agency for the following externally funded projects:


i)  Assam Health System Strengthening Project, under JICA (Ongoing)
ii) Assam State Secondary healthcare Initiative for Service delivery Transformation (ASSIST) Project 

Assam Health System Strengthening Project (AHSSP)

Assam Health System Strengthening Project under Medical Education & Research Department, Government of Assam is a Japan International Cooperation Agency (JICA) assisted Project. It is an important project in the health sector of Assam as the project aims to improve access to public medical services and quality medical services to rural residents, through the improvement of secondary and tertiary medical institutions which are core medical centers.

The main objectives of the project is improve the quality of medical services for the residents of the target areas in the state of Assam by comprehensively promoting the development of public medical institutions, mainly secondary and tertiary medical facilities that will serve as core medical centres, the capacity development of medical personnel, and improvement of the management of medical services, thereby contributing to achieve Universal Health Coverage (UHC) in the state. The Project with an estimated cost of Rs 3800 crore will be a major investment to be made across various components for the health system in the state.

The key components of the project is as follows-
1. Construction and development of super speciality wing in six medical colleges (Silchar, Tezpur, Jorhat, Barpeta, Diphu & Lakhimpur)

2. Infrastructure Improvement in six district hospitals (Silchar, Udalguri, Hojai, Hailakandi, Darrang & Dima Hasao)

3. Dedicated Training, monitoring, administrative centre, Swasthya Bhawan

4. Training & Capacity Building of medical staffs

5. Improve Hospital Management Information System.

Assam State Secondary healthcare Initiative for Service delivery Transformation (ASSIST) Project 

Assam State Secondary healthcare Initiative for Service delivery Transformation (ASSIST) Project  under Medical Education and Research Department, Government of Assam will be funded by World Bank. The total project cost is Rs. 2196.500 cr (Loan- Rs 1757.20 cr, State share- 439.30 cr) and the project duration is Six (6) years. The main aim of the project is to improve the district level healthcare services in Assam by improving quality, access and management capacity in selected district hospitals.

Specific objectives are:
1. Improve the quality and access to secondary health facilities by improving physical infrastructure and institutional reforms of the district hospitals.

2. Build responsive health services to meet local needs and requirements following global and national best practices to redesign service delivery and innovations.

3. Strengthen management capacity and accountability at district hospitals through results-based financing approach.

4. Support synergy and complementarity with national programs that focus on improving service delivery and health care infrastructure.

 

Major Components of the Project are:
1. Construction of new 150 bedded District hospitals in 10 districts including operating cost for 2.5 years.

2. Improve functionality of the existing health infrastructure of 25 district hospitals based on a comprehensive gap assessment.

3. PPP in health to improve quality and efficiency by contracting-in of specialist services and contracting out ancillary services following performance-based contracts.

4. Strengthening hospital management cadre by building comprehensive capacity building protocols.

5. Strengthening of management and data systems including an integrated HMIS, EMR systems.

6. Support improvements/ pilot innovations in pre-service training in nursing colleges



Results based financing for improving quality of healthcare services with performance indicators around quality of care, patient satisfaction, clinical.
