Executive Body
The Executive Committee (EC) is the body to bring about overall implementation, management of activities of Assam Health Infrastructure Development & Management Society(AHIDMS), and to discharge management responsibilities under overall guidance of the Governing Body and to give directions or take decisions in an endeavour, whenever necessary, to achieve the objectives of the Assam Health Management & Improvement Society.
Powers and Functions of the Executive Committee of Assam Health Infrastructure Development and Management Committee:
The Executive Committee shall exercise all the executive and financial powers of the Assam Health Infrastructure Development and Management Committee as per Article 3 of the Articles of Business of the AHIDM Society under the general supervision of the Board of Directors. In particular:
i) The Executive Committee shall implement the decisions taken by the Board of Directors and work within its powers through the Project Director/Project Management Branch.
ii) The formulation of rules and regulations and by-laws, in the conduct of the activities of the AHIDM Society and its subsidiaries is not inconsistent with the Charter of the Association;
iii) The executive body shall review the statement of income and expenditure, approve the annual budget and annual work plan of the committee, subsequent changes are presented to it and passed by the board of directors with such modifications as it deems appropriate.
iv) Manage the funds of the Assam Health Infrastructure Development and Management Committee; The Committee shall audit its accounts annually by duly appointed Chartered Accountants and Accountants General, Assam or any other body as may be appointed annually by the Department of Finance.
v) Financial approval for projects and activities beyond the powers of the Project Director of Assam Health Infrastructure Development and Management Committee
vi) Approval of the Human Resources Guidelines of the Committee and amendments as required from time to time
vii) To enter into an agreement with any legal entity to carry out the objectives of the project of the Private Assam Health Infrastructure Development and Management Committee;
viii) Private A.H.I.D.M.S. Preparation of annual work plans and budgets of the implementing agencies prepared as required under the project;
ix) A.H.I.D.M.S. monitoring the physical and financial progress of the projects;
x) Approve the creation of technical, administrative and other posts in the Project Management Group/Project Implementation Group.
xi) The Executive Committee may establish sub-committees regarding finance, procurement, and audit
xii) The Executive Committee shall implement the Annual Action Plan/Annual Work Plan approved by the Board of Directors
xiii) Be authorized to raise funds for activities approved by the Board of Directors
xiv) Ensure annual audit of the accounts of the Society
xv) Any other as approved by the Board of Directors
