Financed by the Asian Development Bank (ADB), the ASTHA Project, with a total cost of ₹4,287 crore, aims to transform tertiary healthcare and medical education in Assam. The Loan Agreement was signed on 15th December 2025. The project focuses on rebuilding Guwahati Medical College & Hospital (GMCH) into a world-class facility, for which the Letter of Award has already been issued. It also envisages the upgradation of Medical Colleges at Dibrugarh and Silchar, along with the provision of medical equipment to Medical Colleges and Hospitals. The project is expected to create a climate-resilient and gender-responsive medical ecosystem, positioning Assam as a regional hub for advanced medical care and education.
The project will be aligned with the impact of providing quality healthcare services to the citizens of Assam. The outcome will be access to resilient, quality, and affordable tertiary health care and medical education in Assam improved.
