Assam Health Infrastructure Development & Management Society (AHIDMS) has been created under Medical Education & Research Department, Govt. of Assam, with the principal goal to function as an apex autonomous body of the Government of Assam for planning, monitoring, coordination and/ or implementation of projects funded by JICA or any other externally financed /aided or by any other source in the Medical Education & Research Department sector as may be authorized by the Government of Assam from time to time. The society is registered under the Societies Registration Act 1860 with the registration no RS/KAM(M)/263/Z/511 of 2021-2022.

The Society is headed by a Governing Body chaired by Hon’ble Minister Health & Family Welfare and having Senior Secretaries from all concerned department like Health, Finance, T & D, PWD, Power, Rural development, Revenue and PHE and the Executive Committee headed by the Chief Secretary and having representatives from different Directorates/Missions/Corporation of Health department and other departments. The Project Management Unit (PMU) is headed by the Project Director.

AHIDM Society will focus on carrying out activities as laid down in the individual Project Report of the Projects taken up or to be taken up by the State Government with JICA or other external finance/aid or financed/aided by any other source and as may be authorized by the State Government. Specifically, the basic objective of the AHIDM Society is to take up activities through various implementing agencies/ line departments of the State Government for achieving the development objectives of the JICA or any other externally financed/aided Projects or other Projects of any department in the areas of Health & Family Welfare, as may be authorized by the Government of Assam from time to time.

The functions of Assam Health Infrastructure Development & Management Society shall be:
i) to take/undertake all actions/activities that may be necessary for implementation of “JICA or Externally financed/aided Projects or other Projects of in the areas of Health & Family Welfare sector as may be authorized by the Government of Assam”, herein after also called as “Projects”, in particular for achievement of the development objectives of individual Projects;

ii) to create duly empowered management mechanism, through participation of/collaboration with various government departments and autonomous bodies/ educational institutions including NGO’s etc., as may be deemed necessary for achievement of development objectives of the Projects, as may be authorized by the Government of Assam

iii) Support in programme governance and manage accountability systems for various institutions at state, district and town, village level

iv) to undertake innovative initiatives in areas related to Projects, as stated in the relevant Project Reports or as recommended by the Review Missions of the Project Funding Agencies or as may be directed by the Government of Assam;

v) to create technical, administrative and other posts considered necessary for implementation of the Project in the Project Management Units of the AHIDM Society, and to retain such posts in the PMUs and to make payments for the same, pursuant to provisions in this regard in the Rules of Business of AHIDM Society. The creation of such posts, however, shall be as per stipulations of the Project Report of each individual Project, and such Project Reports duly approved by the Government of Assam.

vi) to make rules and regulations and Bye laws, not inconsistent with the Memorandum of Association in conduct of activities of the AHIDM Society and its affiliates;

vii) to accept grants of money, securities of property and to undertake and accept management of any endowment consistent with the object of the individual Projects;

ix) to prepare annual reports, monthly, quarterly and annual accounts of AHIDM Society;

x) to purchase, hire, dispose through formal auction, take on lease, exchange or otherwise acquire property both movable and immovable, in pursuance of objectives of individual Projects and that of AHIDM Society;

xi) to commit expenditure as received from Government or any other source in pursuance of individual Projects and that of AHIDM objectives; and

xii) to take all such actions, including those not mentioned above, as may be necessary for or incidental to the achievements of development objectives of Projects and that of AHIDM Society

xiii) Support in project management activities related to health infrastructure in the state with regard to construction management, policy inputs, institution development etc;

xiv) Coordinate with funding agencies and other stakeholders in successful formulation and implementation of the project

xv) Support achieving a sustainable health infrastructure in the state

xvi) Support in development and implementation of relevant policies for the project

xvii) Monitor the progress against all key performance indicators as per operational guidelines

xviii) Identify and disseminate best practices to scale up the programs implementation and result achievement.

xix) Prepare Financial Management Planning to enhance the disbursement as per disbursement plan

xx) Support in development of mechanism for financial monitoring, regular and consistent reporting of financial progress against yearly/ overall targets and keep track record

xxi) Development and support in implementing ideas of innovative financing models for health infrastructure in the state

xxii) Support in development of IT strategy for the health management

xxiii) Coordinate with Central Government/funding agencies to seek necessary coordination and support

xxiv) Support in identification of PPP sub projects

xxv) Support in monitoring and review of projects in terms of physical/ financial targets and against overall monitoring parameters;

xxvi) Facilitate adoption of technological interventions wherever required, assist in all technical matters related to design/execution and project management

xxvii) Support in preparation of Capacity Building plan, training calendar, IEC plan & strategy, social media strategy, coordination for training etc

xxviii) Identification of sub projects in areas of CB, training need etc.

xxix) Support in Human Resource management within PMUs
